Spot survey of 249 primary schools in Gujarat show Govt of India data centre offers manipulated figures of drinking water, toilets

A Buniyadi Adhikar Andolan Gujarat (BAAG) survey has found that of 249 schools it surveyed in Gujarat, 18 of them did not have drinking water. This comes to 7.23 per cent of the schools surveyed. However, as per the Flash Statistics released by the Government of India’s District Information System for Education (DISE) for 2013-14, whose report was recently published by the National University of Education Planning and Administration, a Ministry of Human Resources body, the percentage of schools having drinking water facility in 2011-12 was 99.97, in 2012-13 it was 99.62, and in 2013-14 it was again 99.97. It means as per 10,000 primary schools there should be only three schools which should not have any drinking water facility in Gujarat. And, the total primary schools in Gujarat are 11,698.

In an effort to measure the quality of education in context of implementation of the right to education (RTE) Act, the Dalit Hakk Rakshak Manch (DHRM) compared the DISE data with those collected by BAAG, whose main aim has been to ensure child rights, and carry out advocacy of regional and local issues, undertaking research, documentation and publication. The comparison found that DISE data are manipulated, and are fabricated to paint a rosy picture of education in Gujarat. DISE bases its figures on the data provided by each state government.

In the year 2013, BAAG, through its affiliated organizations in entire Gujarat, took up an extensive survey to measure the exact situation in the implementation of various parameters in context of RTE. The survey was done region-wise – Central Gujarat, Central-eastern Gujarat, Kutch, North Gujarat, eastern Saurashtra, western Saurashtra and South Gujarat. A total of 249 forms were filled up by activists, who contacted as many schools in villages. Each form contained 83 questions. The analysis of the survey reveals that implementation of RTE in Gujarat is still elusive, and in many parameters the government’s claim of 100 per cent achievement is mere eyewash.

DISE data displayed on website related to Gujarat betray the ground reality. When one compares the data of various districts given in DISE’s District Elementary Education Report Card for 2011-12 with those of BAAG, one finds that DISE data are manipulated. One may think that these data are of 2011-12 may therefore be old, but when the state government claims that in a particular district the facility of drinking water is 100 percent in 2011-12, the situation should not have changed to worse in the years to come.

Following is the list of schools in various districts which shows how manipulated DISE data are:

  1. Kutch district

DISE claim: In Kutch district, the facility of drinking water available in all schools.

BAAG survey: The DISE claim is manipulated.

As per the BAAG survey, the following primary schools of Kutch district did not have facility of drinking water.

* Vallabhpura primary school, taluka Rapar

* Ramdev Pir Vandh primary school, taluka Bachau

* Gaunthana primary school, Palansava, taluka Rapar

* Ratneshwar primary school, Kalyanpura, taluka Rapar

* Rupdas primary school, Kalyaanpur, taluka Rapar

* Kharodi Vandh primary school, taluka Rapar

* Kuththadhdhar primary school, taluka Rapar

* Gavarinagar primary school, Khadir, taluka Bhachau

* Baiya Vandh Desar primary school, Baiya Vandh, taluka Rapar

* Rubaraka primary school,  Tokhagadh, taluka Rapar

  1. Banaskantha district:

DISE claim: In Banaskantha, the facility of separate girls’ toilet is in all schools.

BAAG survey: The DISE claim is manipulated.

As per BAAG survey, the following primary schools in Banaskantha district did not have separate girls’ toilets:

* Muhobbat Nagar primary school, Muhobbat Gadh, Bamrej, taluka Danta

* Mira Vas primary school , Mira Vas, Hadad, taluka Danta

* Tadhodi primary school, Tadhodi, Virampur, taluka Amirgad

* Garava primary school, Muhobbatgadh, Bamrej, taluka Danta

* Miravas primary school, Hadad, taluka Danta

* Garva primary school, Virampur, taluka Amirgadh

* Dhagadiya primary school, Dhagadiya, taluka Danta

  1. Surendranagar district

DISE claims: In Surendranagar district, the facility of separate girls’ toilet is available in all schools.

BAAG survey: The DISE claim is manipulated.

As per BAAG survey, the following primary schools did not no have separate girls’ toilets:

* Navagaam primary school, taluka Chotila

* Resamiya primary school, taluka Chotila

* Panch pada primary school, taluka Chotila

  1. Narmada district

DISE claims: In Narmada district, the facility of separate girls’ toilet is available in all schools.

BAAG survey: The DISE claim is manipulated.

As the per BAAG survey, the following primary schools did not have drinking water facility in Narmada district:

* Kotali Vala primary school, taluka Zaranavadi

* Vedacha primary school, taluka Dediyapada

* Kanbudi primary school, taluka Dediyapada

  1. Dahod district

DISE claims: All schools have drinking water facility.

BAAG survey says that Megar primary school, taluka Devgadh Bariya, did not have drinking water facility.

  1. Panchmahals district

DISE claims: In Panchmahals district, all schools have drinking water facility is available.

BAAG survey says that, in Padaradi primary school of taluka Ghoghambha did not have drinking water facility.

 

  1. Ahmedabad district:

DISE claims: In megacity Ahmedabad, drinking water facility is available in all schools.

BAAG: The DISE claim is manipulated.

As per the BAAG survey, following primary schools in Ahmedabad did not have drinking water facility:

* Janya Pir primary school, Janya Pir no Tekaro, taluka Daskroi

* Chandarava primary school, Chandarava, taluka Dhandhuka

* Sharda girls’ high school, Bodakdev, Thaltej

*Director, Dalit Hakk Rakshak Manch, Ahmedabad
